I've had the card since about 08, never a cli, asked before, they said hard then (during the chase era), same with cap one now. So I tell them "na, just wondered if I might be due for an auto" and it doesn't bump up later. I've never "made the request" officially so no HP, they're really not worth the inq.

My kohls and BoA gold premier (whatever they called it on the phone earlier) both let me speak to someone else to double check (the boa woman was sure it wasn't a HP, I asked her employee number and name in case she was wrong, then she said she'd double check. Said they'd changed policy recently and she didn't know, no more auto cli's at BoA and no CLI requests without HP's at all. I told them nope, leave it where it is.
