I've been opted out since 2008. At the time, I opted out with the CRAs and all of my creditors (in good standing). I didn't receive any pre-approvals until 2010. What changed? Some of my creditors... that I didn't opt-out with. I've gotten lax over the years. I've done the Discover pre-approval thing, just to see if I was still "opted-out". I've gotten membership & discount cards (e.g. REI, Toys R Us, etc...). If I pull my reports from all three credit bureaus (annually, or purchase them for some other reason), I can see who has softed me. I'm still opted-out for promotional INQs, and there are none. But, REI knows that I shop there regularly and use Amex religiously. U.S. Bank underwrites the the REI card, so I started getting offers from them. I started getting offers from Discover after using ther pre-approval tool online, to make sure I was still opted-out. I went to a Kroger grocery store for the first time in years, and two weeks later I got an "invitation to apply" for the Kroger 1-2-3 Rewards Mastercard. I used to have the Juni B&N card (I closed it in a fit of prime snobbery, LOL!), and when I renewed my B&N Discount card, I got an invitation to apply. Both Chase (hate'em) and Citi (no experience with them) have been junk mailing me to high heaven since last summer.

But, I'm still opted-out. I've just got to remember to go affirm my "opt-out" status with all of my creditors, and discounters, and any & everyone else who has your name, email, phone number and/or mailing address... And everyone else, pretty much.

There is a number to call to prevent some of it. I will try it tomorrow.
