Everytime I applied in the past it was an instant denial but I just thought about something I believe my EX CR is still frozen

Frozen CR = denial from AMEX (maybe in process if they softed you = ie in preapproved list) You need to temporarily unfreeze.

Amex does and will pull from the other credit reporting agencies.

If they give you a denial because of frozen CR you can remove the frozen report and recon.
