Capital one CAsh rewards

Ok I have a capital one cash rewards MasterCard that has a 39.00 annual fee but I also have a chase freedom and discover it and cabelas card. I dont need it but don't want to close it is it possible to turn it into the visa cash rewards or venture card to get rid of annual fee and make it a better card

What you can do is contact EO and have them waive the AF and since you will be talking to them request a CLI of $5000 while your at it
