When I added my wife as AU to my capital one back in February or March they did not ask for SSN, but they find out because it is on her CR. So I'm guessing it does not matter if they do or not because they will find out somehow lol.

I was deleted from my fathers account back around the 2006ish that I mentioned... Fast forward about a year or so and was adding someone to one of my fathers accounts (I was account manager... Funny when I couldn't even have a card!) anyway added someone and I don't think the rep asked for social or something but it was instant and I was like wait... Add me while your at it and boom she said about 3 seconds after clicking submit the au account had been approved and card sent.... I then started dipping my feet quickly to all accounts and had no issues.
Fast forward again and I'm currently on my partners blue and costco and account manager with no issue.
I did try last week for my own charge and was declined for bk

,When adding an ACM there is a disclosure that specifically asks if the proposed ACM has defaulted on an Amex account. I have not 'tested' to see if its an actual blacklist because those I've added never had a defaulted Amex.

I read a post on flyertalk about this topic. The consensus was in the past you could add the ACM without issue by calling in the request. They may send a follow up letter but they could be ignored. However, a few months ago Amex started to clamp down using security reasons and required ssns. This might be in line with the changes awhile ago on backdating ACMs, idk but it sounds like the door is closing on the no SSN

I'll try and find the post and link it here.

Edit : http://www.flyertalk.com/forum/archive/t-595526.html
