      <description>Citi has allowed me SP CLI's by calling the phone number on the back of the card. Explained I did not want a HP. Out of three requests two were CLIs and one was no CLI unless they did an HP and manual review (which I turned down). Did this October 2013. For me the phone call has worked with no HP. It seems the answer is as elusive as the actual CLI.</description>
