I know discover it is like that.. Is there any other card that is NOT a travel rewards card but do not have foreign transaction fee?

All cap one cards do not have FTF and most have no AF.

I believe one or more of the FNBO cards have no FTF and no annual fee (or at least they did a few years ago).

Cap One cards all have no FTF, as do all Penfed CCs. many CU cards also have no FTF. Apparently, the Nordstrom Visa Siggy doesn't have a FTF, but a cardholder may need to confirm this.
