My guess is they're going after the flagrant abusers. Someone who got 1-2 gift cards in a December because they had a little credit left one year are probably safe. People, like the Reddit user referenced, who stacked Gold and Platinum and did GCs for all their credits for 2 years straight on gift cards are thes ones they're probably after.

I bought a $100 AA Gift Card in 17, I think the last year they allowed it. Would hate for them to clawback now after 3 years, as I've never been able to claim the credit again. IMO Amex is in the Green with me on fees. lol

Although i did get a $12 incidental credit in February.

...and one Reddit user. With the track record of Redditors, it's likely he has only received a clawback on one of the 7 Platinum charge cards he opened in 2018 and got $2800 in double-dipped first-year statement credits on prior to closing the cards before having to pay annual fees.
