My Chase Mastercard OnePass doesn't report my credit limit on my credit reports. All it lists is the high balance. Is that high balance factored into my credit usage ratio? if yes, does that mean that one month I should max out my card so it reports that as the high balance?

From my understanding, your high balance will be reported as your credit limit. I have never really heard about someone charging their max to show a higher credit limit, but it makes sense to do. I would do it, assuming you will PIF the next month before the statement hits.
