Total balances divided by total CL.

To elaborate just a bit, there are some cards without a present limit that don't factor into utilization. But just about all your garden-variety credit cards do have limits and do factor into utilization.

Installment loans are rated separately for utilization, and installment util counts far less than the util on revolving accounts.

To add...there are some CC COs that may factor into utilization. If so, the balance is apparant, but the CL may be $0, it may be the org. CL, or it may be based on the "high limit" (as it was for DW's CapOne on TU, I think).
