When a party with whom you have not initiated a request for credit or insurance makes an inquiry for your CR, they only receive your name and address, and must certify that they are obtaining that information only for the purpose of making you a firm offer for credit or insurance. They cant use a promotional inquiry to snoop into details of your credit file.

If you have sent the CRA an opt-out notice, it is thereafter illegal to include your name on any list offered to those wishing to make you promotional offers.

How do I keep CCCs from SPing me? I got an alert this morning of a new inquiry from First USA (who the hell are they?) which I did not initiate. I know that SPs don't ding me, but I just don't want companies snooping into my credit unless I ask them to by way of an app for their products/services. Additionally, I have had SPs show up as HPs and it's a bear to straighten out. I thought I had opted out of SPs very early this year.

To add, OP, opting out won't eliminate all SPs. Your existing creditors will SP you.

Also, if a credit-related CSR-type tells you that the pull will be a soft pull, then know that they are lying or are misinformed. While some pulls for CLI request, apps, etc., can be a soft in some situations, more than likely it will be a hard pull even if the CSR says otherwise.
