How are hard pulls weighed?

So my last credit card app was 4/30/15......my offical garden date was 5/1......or so I thought. I tried to get DirecTV and the order refused to go through online and I couldn't process it. But they hit me with a hard pull. My question is I have a lot of pulls on my CRs from cable, cell phones, ampartment complexes etc, are those looked at differently upon manual review than hard pulls from financial institutions? Or is a hard pull a hard pull?

Different for manual review.

HP is HP for FICO scoring but they stop mattering eventually..

Interesting that DTV HP'd you. They didn't do it for me.

They're also a relative small factor though they can have more of an impact for those that are building/rebuilding or have poor credit. In other words, people with such credit are much more likely to see inquiries cited as a denial reason whereas one with a thick, established profile in good standing is much less likely.
