Will freezing a report prevent SP's or just HP's?

Just curious if anyone knows . . . will freezing a credit report prevent lenders from doing routine SP's, or does freezing on prevent HP's???

One time Synchrony was trying to SP me but they couldn't because of a freeze.

Freezing reports will not prevent lenders from doing a soft pull as they are able to get in for that even if the report is frozen. However, if the report is frozen and you apply for any kind of credit product it will be declined as they won't be able to pull.
