Under FCRA 603(d)(2), the term "consumer report" excludes "any report containing information solely as to transaction or experiences between the consumer and the person making the report."

Consumer reporting agencies are defined under FCRA 603(f) as collecting information for the purpose of making it available to third parties for a fee.

Thus, creditors who keep and use their own information are not credit reporting agencies, and any internal reports are exempt from the FCRA disclosure requirments relating to credit reports and scores.
