for the penalty or violation of a creditor or CO agency reporting inaccurate info to CRA's....

The $1000 come into play is section 616 of the FCRA or 15 USC Sect. 1681n of the US code. The section is called "Civil Liability for Non-Compliance". The FDCPA has a similar section called "Civil Liability" under Sect. 813. This is 15 USC Sect. 1692k of the US Code. This also limits damages to $1000, per se. Hope this helps.
