Could my DH be responsible for the Med Collection?

They shot down my PFD (actually rather rude in their letter). Under the heal plan rules/policy - could my DH acually be responsible for the co-pays? Considering I was out of it at the time (and not working) - he was suppose to pay this so I really don't care right now if it hits his CR. (Can you tell I am really pissed at him for not paying this considering he made the arrangements?)

retired USMC and we now have tri-care until DH turns 65

we are also retired Marine Corps...DH retired last year...I was going to suggest Tri-care Prime. Co-pays are $12.00. Glad to see you are with them now.
