I bought new construction in August 2013. Due to our condo not being done earlier in 2013 I thought I had missed out on a rate in the 3's forever. I have been getting refinance offers steadily in the mail for the past 6 months. I finally decide to pull the triiger on one of the offers. I am doing a 100% VA&nbsp;cash out refi for 275K. Current loan amount is 238k. Just have to get through the appraisal and I put 32K cash&nbsp;in my pocket for an additional $45 a month!
