Credit Plus-Lending Hand Question (Rapid-Rescore & Suggestions)

I am finally SO close to my first target of 640 and my Lender submitted a request to Lending Hand which is a part of Credit Plus to get a recomendation on what I need to do in order to get to my target score. They sent this over with me being a 616 and a 609. Below is their response.

Credit Plus Recommendations:

Borrower - Total estimated funds needed to pay down debt(s) - $412

Possible Experian +56 (663) Trans union +33 (649) in 30 days

By opening a new account with a $300 available credit, adding a $10 balance and waiting 30 days for it to report.

By paying and getting REMOVED the collection with Statewide Credit #2804096 By paying and getting REMOVED the collection with GLA Collection Co In

#7221060009177023 Target balance $10 on Cap One #517805771362 (already paid)

I already have 1 card (Cap 1 $401 Limit) but they suggested I get 1 more Secured Card-No Problem Can do that

The Collection With Statewide has already been paid and has been sent to the CB's to be reported as paid. How can I get this removed if I already took care of it?

GLA Collection-I called this this morning and they said they would PFD BUT I would have to pay every single bill in their office totalling $1398.50 which most is over 10+ years old. My only current (6 years or less) balance is $171 and they would not budge on it. I told them (per Lending Tree's Suggestion) that it was my only stip to close on my homeloan. She was a Level 2 Supervisor and said she just cant do that unless I pay off everything.

Any suggestions on what else I can do? Other than that I am good as gold as far as collections and really need to get to a 640+ so we can proceed with our purchase.
