Ok, I decided to write a new post because clearly I am reciting wrong info.

I had a unpaid landline since 2/08. I just paid it 1 month ago to AT&T. I guess I should of did a pay for delete? What can I do now.

What do you mean reciting wrong information?

There is a US Code that was written probably 80 years ago and has never been updated.

Write them a goodwill letter, asking them to delete as a favor. Tell a good (but true) sob story and emphasize how you've learned from your mistakes and are now rebuilding.
