Lots of Charge Offs....Where do I start? Advice desperately needed...

Hi everyone. Your advice would be very much appreciated.

I've been living in Japan for about 4 years now, having graduated from the states in the midst of the Leeman Shock crisis with very little options, so took a chance and moved out here.

I will actually be moving back to the states soon and want to do my best to clean my credit up (as I've really been avoiding it, my fault I know). I actually have the means to pay now, but my credit is absolutely trashed (mid 400's) and could really use your advice on how to take care of these. I'll list off my current outstanding debt and any advice on experiences with taking care of particular OC/CA would be great! I really want to deal with this now, but with the time difference, I'm also leaning toward paying a debt management company.

Credit Cards:

1. Citicard Account. Status: Charged Off. Amount: $3500. DOFD: 8/2011. Still with the OC, with the recovery unit. They are open to settling but my PFD letter didn't get a reply. Over phone, said absolutely wont remove charge off regardless if I pay or not.

2. Chase Card. Status: Charged Off. Amount: $1500. DOFD: 10/2011. Still with OC, but 3rd party collections is acting on behalf of Chase in terms of collecting the debt and Chase refuses to talk to me. PFD on Charge Off got me a reply saying they are obligated to reflect accurate info. ARS, which is actually quite nice unlike other companies, agreed to a 50% settlement and said it would be marked as "settled in full". Not sure if they will add the comment about "settled for less than full balance". Will call tomorrow and push for them not to.

3. Dell Financial. Status Charged Off. Amount: $1300. DOFD: 05/2011. Owned by Dell, but like Chase, transfered to recovering collector. Havent made arragements, sent a PFD request by fax which was unreplied. Over phone, executive office refused to remove charge off upon payment.

4. Amazon/GE card. Status: Charged Off. Amount: $600. DOFD: 08/2011. Owned by Amazon/GE, transfered to collections. Amazon wont talk to me, and collections refuses PFD. Letter went unreplied. Leaning toward PIF since small amount and then doing GW.

Student Loans:

1. AES/NCT. Status: Charged Off/Default. Amount: $7,000. DOFD: 03/2012. Collections being hadled by NCO Financial. Still trying to get confirmation on who the debt is actually owned by, as NCO is saying they are collecting on behalf of NCT, yet NCT is showing a 0 balance on my credit report. If the account is indeed owned by NCO now, I am negotiating PFD for 50% (heard easier to do with CA than OC) since this is the only collections appearing on my credit reports. Again, waiting for confirmation on them owning the debt.

That's pretty much the extent of it. Give or take of 14-15K. Again, any advice would be greatly appreciated so I can head back to the states and start fresh!

What state will you be returning to? SOL on the debt will be a huge factor on what to do.

Good luck, I have one charge off ( actually my husbands) for 500 and capital one and their collection agency won't budge. No PFD. It will take time, you will get through it though.
