I have a 30 day late I call the EO to see if he can remove and he just says that he will dispute the account. What does that means .

Basically that you dispute what's being reported and would like it to be adjusted, so until such time while they research, it will be in dispute status.

Them it will not get deleted because so they are the one that dispute not me

This most likely will not result in a deletion of the late. I would be sending them a written GW letter on a scheduled basis until you get the goodwill from them. The older the lates the better chance of success. A 30 day doesnt hurt that much post 2 years as its considered a minor derog.
