      <title>Checking acct messed up my discover card</title>

      <description>&lt;P&gt;The story: 09/17/2015 at 09:30 am on a Thursday, I go into Citibank and open a checking account. I told the girl I just want to pay bills on line. I don't need checks. Every piece of paper she handed me I read and asked several times about paying my bills immediately upon opening the account. Since I was depositing cash there is not really any hold times and was told by her and the teller that I can pay bills right now and all the paperwork reflects that. So I go back to my hotel (travel for work) and pay bills. On Monday the 21st I get an email from Discover that my payment was returned and was told that it came back as 'No Account Exists'. Discover puts a freeze on accepting payments from this acct (think it's fraud) and must conduct a 3 day investigation and nothing can be done until it's over. I call City. No one knows what to tell me. I guess to branches and of course they see an acct with money in it. Call corporate. Nothing. I told both to NOT payment through again until I get answers No one listens. Discover resubmitted the payment but for double the amount. Instead of 1042.00 the wanted 2084.00 which I didn't have and of course it bounced. Again, no one listened. So discover closes my card and Citi closes the checking. I have been fighting this for two years. I took it to the head of Citi's board of Directors and Friday night I get a call from the corporate attorney. On the Discover side, I spoke to them on Friday also and the EVP of credit cards is supposed to get back to me. The end result is that Citi claims that customers are two wait 24 hours before using their accounts. This info only exists in internal managers training manual and is not given to the customer in writing per law. Question: how would you proceed? Thank you.&lt;/P&gt;</description>

I had a good relationship with them prior to this. &amp;nbsp;One of the inherent problems was that both companies blamed the others computer systems.&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;But I was't talking to computers it was with both corporate offices.&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;</description>

      <description>&lt;P&gt;No worries. So, when they put the payment thru the first I came back as no account exist. When they attempted the second time, they double it to 2084.00 I didn't&lt;/P&gt;&lt;P&gt;have that amount and paying anything less didn't't help. I tried. They put it thru a third time and settle an email that I now owe 5037.00.&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;They have a policy that you can stop a payment but they didn't.&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;I don't think I have to tell anybody what happens when what you pay is considered only a partial payment.&amp;nbsp;&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;This happened over a two week period. I had't even gotten the permanent debit card yet.&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;Again, I offered to pay the original but by then hat point, I was now considered a partial.&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;</description>

      <description>&lt;P&gt;I have't the slightest idea. And I can't get an answer from them. But, I have the email alerts to back me up.&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;And the kicker is, my bill was't even due yet. I just wanted to free up my limit.&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;They still don't know why, if the computer flagged it as no account exists, then why did it accept my acct numbers and my account with the payment.&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;My guess is it is treated just like a paper check . If the amount came back to them, they'd charge a NSF fee but that would be less than $50. They wouldn't double what you owe. That makes zero sense. So either something else is going on your end (was it a charge off and this was your payment plan that you were paying?) OR Discover has some serious issues. There is no logical reason why they would double your amount owed. If the $1042 was just a payment and your actual balance was much higher, then timing wise they could automatically try to pull 2 months of payments out the 2nd time around. You'd have to have a heck of a high balance though to have a $1042 minimum payment!&lt;/P&gt;</description>

So, no fee.&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;What did happen, however, is that the computer appears to have done two things:&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;1st: it flagged the checking account as fraudulent and placed a hold on accepting any payments, and&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;2nd: &amp;nbsp;even though the first attempt wasn't technically a first attempt and subsequent bounce which didn't result in a NSF fee, the computer did still treat it as such. I was charged for a return check .&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;On the Citi side, they claim to not have record of a first attempt. Well, they wouldn't have record of first attempt because it came back as no acct exists.&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;This means I pay the payment, it doesn't go through.&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;Now you owe the payment that didn't't go through plus the amount the credited your account.&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;Discover has a courtesy of immediate credit upon payment. Maybe instead of reversing the credit, they just charged it double.&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;But since they now we're trying to get 2084.00, my payment of 1042 was considered a partial payment.&amp;nbsp;&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;I keep saying payment but my actual balance was 1042.00. If the amount came back to them, they'd charge a NSF fee but that would be less than $50. They wouldn't double what you owe. That makes zero sense. So either something else is going on your end (was it a charge off and this was your payment plan that you were paying?) OR Discover has some serious issues. There is no logical reason why they would double your amount owed. If the $1042 was just a payment and your actual balance was much higher, then timing wise they could automatically try to pull 2 months of payments out the 2nd time around. You'd have to have a heck of a high balance though to have a $1042 minimum payment!&lt;/P&gt;&lt;HR /&gt;&lt;/BLOCKQUOTE&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;+1 and to add to OPs last post..if you pad the $1042 after the bank/discover error and Discover took back the original credit (from error) that would still bring you to a zero balance...this just isn't making sense&lt;/P&gt;</description>
