Rebuilding process thread?

I remember seeing a long detailed post from someone that was basically a step by step process for rebuilding but can't find it listed in the helpful threads sticky.

it was something like step one: pay every active trade lines first and on time.

step 2: tackle charge-offs

step 3: pay collections...

am I imagining such a post?

im trying to figure out how to move forward to maximize my scores as quickly as possible.

i have

high utilization
charge offs not reported to collections
collections

any help or pointers to that thread would be greatly appreciated.
