I'm not sure how best to proceed.

Back in September I made two credit card payments at Walmart using Moneygram. One to my Navy Fed CC and one to an Affinity CU card. MG never delivered the Affinity payment, but processed the Navy Fed payment correctly. After hours on the phone, MG would just not budge on the Affinity payment. It was just overseas reps and endless bureacratic stonewalling about "verifying with the receiving bank whether the payment had posted." I put in a CFPB dispute on the Affinity payment and MG eventually sent a check.

The story doesn't end there, though. Somehow MG decided to also reverse the completely fine Navy Fed payment. I then had to do a second CFPB complaint against MG to recover the Navy Fed payment.

To add insult to injury, Navy Fed backdated the reversal and plopped a 60 day late on my credit reports.

Navy has thus far ignored my goodwill letters. Is there anything I can say in my disputes beyond, "This is MG's fault"?

You can file a BBB complaint against Navy if they wont listen to reason for shoddy business practices. After that you could try the CFPB if Navy manages more than 10B in assets and of course there is always ITS (intend to sue) letter that can be used, you would need to be willing to follow through on it. You could also try getting help from your US Rep and US Senators.

I do not understand why Navy would be at fault when they rescinded payment because MG took (reversed) the payment. MG is where your fault lies which they seem to have paid you back. I would maintain to Navy "with proof" that because you were questioning the Affinity payment and you had placed a complaint with MG that the response was to reverse all payments made through them (MG).
