Yes , it's legal if it's been less than 7 years from original delinquency. The fact that the CA has changed means nothing. CAs sell off debts all the time. It appears you/Collection Shield got lucky on getting them deleted. But this is why we highly discourage using those so-called "credit repair services." Either they work, but wreck your credit and/or only work temporarily, or they straight up don't work and you just waste money.

Is this legal?

In 2019, I used Collection Shield 360 and they got 5 collection items deleted off my credit report. Fast forward to now and those 5 items have been sold to different collection agencies and are now back on my credit report. The original creditors and amounts owed are the same, the only thing different is the name of the collection agency. Is this legal? If not, how do I get them taken off again? If it's just a matter of filing another dispute, what do I say in said dispute? I don't know why they were deleted the first time, as Collection Shield doesn't really give you that information. Any help would be greatly appreciated.

If you still owe the money, and it's less than 7 years, my guess is it's probably legal. When is the date of final deletion on them? Did you actually owe the money? May be worth trying to settle for pfd if the debts will be around for a while. Disputes don't always work as I found out.

Why are you disputing?

If they're legitimate debts that you owe, the only way to remove them is to arrange pay for delete and then pay them in full or a settled amount. Or you could wait for them to fall off around the 7 year mark.

Any help would be greatly appreciated.

If the collection's are truly yours and the date of first default (from original creditor) is not more than seven (7) years old; the collection can be placed back on your credit reports at any time.

To remove them again, you'll need to either prove the company has no legal right to collect the debt (i.e. collection company did not legally purchase the debt or obtain a contract to collect if still owned by another company. Prove the statute of limitations has already passed for legally reporting the debt).

Often the easiest (but not always) is to get the collection agency that is reporting to settle for less than owed AND a pay for delete (PFD)... if the collection agency isn't a company that clearly states that they delete after payment, you'll want to try and get that in writing.

Some companies refuse to give a written statement that they will delete the account once paid... in this instance at absolute minimum you'll want a written contract that states that the negotiated amount will satisfy the debt in full (usually with a stipulation that they receive cleared funds by a set date).

Do you owe these collections? It is never a good idea to use these"services " . They dispute these accounts and sometimes they get lucky and they get removed BUT most times they come right back on and the money you paid them could have went to settling your debts and trying to negotiate a PFD possibly .
