I assume Veritas was the OC, and that they accepted PIF to them back in 2007. That meant that, at the tme you paid the OC, there was no longer any OC debt upon which any CA could assert collection assignment, and the CA account was terminated.

Immediately DV the CA, and ask them how they can be collecting on a debt paid in full to the OC.

It will go away from your CR, as there is no legal basis for a CA to collect on a debt that no longer exists.

Back in 2007 I paid Veritas Instruments the remaining balance that I owed them. All of a sudden it showed up on my credit report this month as a collection and it says 0 balance unpaid. What should be my next step?

Seems like you did not PIF.
I will have to go back in my records and find documentation, however I did pay them in full and absolutely do not owe them another red cent, not to mention this was two years ago and all of a sudden they decide to report something on my credit report. What I need to know is what is the best possible solution to this situation? Any suggestions would be appreciated.

I would probably start with a DV letter to the CA. If they can't validate the debt, I'd dispute with the CRA's.
