To add, if you call Experian, don't call the number listed on that letter, just in case it was a scam. Verify any phone number based off of EX's website.

Odd. The letter, if it really was from Experian, should have told you exactly what to do. If you're concerned about the letter's legitimacy, which I would be, call Experian and get details.

If the CRA recognized it as a potentially unauthorized pull, they should not have supplied the inquiree with anything.

Does your CR show a pull?

I can see how a CRA might question an inquiry. If the requestor did not certify that the inquiry is related to a credit transaction that was intiaited by you, as the consumer, they are prohibited under FCRA 604(c) from furnishing any information.

FCRA 607(a) requires that the CRA estalish procedures to identify the identity of the inquiree, that the inquiree provide a letitimate purpose for the inquiry, and that the inquiree certify that it is to be used for no other purpose than that asserted.

Contact the CRA. I also find it suspicious that the CRA did not notify of the facts behind the allegedly suspect request.
