To be fair I've seen AmEx crap out a $1,000 spending limit.

When the other card has $15,000 credit available on it.

You can't even compare AMEX to milestone in any way shape or form . Amex will start some with 1K as applicants who AMEX feels is borderline, but it should grow with use .

AmEx started me at $1,000, just over a year later it was up to $34,000.

You have to wonder what is even the point when they gave the same person $15,000 on another card that's been in good standing for a while and his FICO score is in spitting distance of 800.

They were already at or close to the current maximum TCL that AMEX was willing to extend to them at that time but they were otherwise willing to approve, so they approve with the minimum CLwhere the cardholder if they so chose can later rebalance the TCL between both cards. BoA quietly reallocating some limit from an existing card to approve a new one or a Chase analyst doing the same manually on recon look to serve much the same purpose and now all 3 of them use soft pulls to evaluate CLI requests.
