I've purchased at least seven vehicles from new car dealers with a check from my credit union with no additional pull.  I've also helped my mom purchase three cars the same way and it's never been an issue.  They just don't send out the final paperwork until the deal has funded which is no different than when they arrange the financing.

make it simple, if you do spot delivery you are going to get your credit run period. dealer has to know that for them to let you take their $xxx car off lot, you can pay for it.  if you negotiate it, pay, wait a couple days for funds to settle, they won't need to pull credit.  Patriot Act compliance has nothing to do w/pulling credit.
