I was curious about refinancing from Capital One with RBFCU and so I inquired about it with a recent Chapter 13 on my credit. I thought this might be helpful for someone else so I decided to post it here. I was told that "...typically our underwriters like to see at least 12 months of repayment history without any late payments for reestablished credit."
