Since then, my utilization is now 0% and my three collections totaling $1800 is paid off.
I'm currently at 12.5%, with this improvement can I negotiate a lower rate or will I have to find another provider?
What is your current rate with Cap 1 ?
If you re-fi, you will have to go to another lender as Cap 1 won't re-fi their own loan.
I would check with a local credit union or one of the national ones like DCU or Penfed if you think your score has went up.
