19.7% for a secured loans is in 1 word, horrible. I would look as fast as possible at refi-ing if you still have 3 years left on such a small balance. Check with your local credit unions and see what they can do... depending on the age/mileage/type of car, somewhere around the 6.9-8.9 could be reasonable.
