I don't see anything in the following info that would allow a car dealer to HP a CR for anything other than a rental or financing:

As a former auto salesperson the info I found on this website was pretty accurate if your looking for a car it's a good read:

as you can see the author also states that running your credit without your consent is illegal I concur.
