You can apply for membership now, if you'd like. The soft credit pull is used mainly just to verify identity.
Do not apply for credit at Navy Federal until after your Equifax and Transunion have been updated to show the bankruptcy has been discharged.
You could probably apply for a secured loan (not card) prior to discharge if you wanted to, as there is no credit check for those. Hope that helps!
