this card has an annual fee after the first year. have people here gotten it waived the second year by calling in or emailing them?

No.

 

There's a reason they provide a complimentary no-AF first year.

I'd call and ask to be sure, but I have seen DP's of a PC from Biz Platinum to cash rewards back in February. 

 

From my own experience I know that they won't PC co-branded cards.
