Where to apply for PPP loan?

my bank WF is not accepting applications, they sent me a link to covid19relief.sba.gov but my understanding is I must apply for a PPP or SBA loan to be eligible for the $10,000 grant?. 

currently have a construction management company and as you can figure... all business has halted and put all 9 of us out of work, and invoices on my end that need to be paid.

It appears a pre-existing relationship is crucial to this first round of funding. WF was originally limited to their outlay due to regulatory issues that have since been lifted. Not vouching for them as I am not a customer, but nav.com is blowing my inbox up with offers to help.
