AMEX EveryDay Card in my AMEX Offers & Benefits

Does having one of the AMEX cards show up in my Amex Offers & Benefits section mean that this is a preapproval or do I need to be logged in to AMEX and then apply for a new card to see what type of a response comes back? 

Self Secured Visa - $2,000 (1/20), closed 8/21 and deposit returned
USB Secured Visa - $2,500 (9/20)
Apple Card - $2,950 (4/21)
Langley FCU - $2,500 (8/21)
Amex Gold (9/21)
Amex BCP - $2k (9/21)
Venmo- $9k (9/21)
Credit Strong Loan - $1k w/$0 balance (opened 4/21, paid 1/22)
Self Credit Builder Loans - two loans paid and closed
FICO 8 Scores Sep 2021
698 EX (4 inq-1/12)
688 EQ (2 inq-2/12)
695 TU (3 inq-2/12)

You would need to be logged into your account. Once you select "Apply" on a specific card, then it should display one of the following results: "you're pre-approved" or "expanding your membership".

Also forgot to ask. Do you think they would use the FICO score in their system for a SP approval? My FICO there is from Feb 20th so hoping to wait until it updates hopefully sometime this month before applying.

Yes since they almost always use a soft pull, they're probably going to use the existing score, so I would wait until it updates.
