Does having one of the AMEX cards show up in my Amex Offers & Benefits section mean that this is a preapproval or do I need to be logged in to AMEX and then apply for a new card to see what type of a response comes back?

You would need to be logged into your account. Once you select "Apply" on a specific card, then it should display one of the following results: "you're pre-approved" or "expanding your membership".

Also forgot to ask. Do you think they would use the FICO score in their system for a SP approval? My FICO there is from Feb 20th so hoping to wait until it updates hopefully sometime this month before applying.

Yes since they almost always use a soft pull, they're probably going to use the existing score, so I would wait until it updates.
