Score won't preclude a pull - they don't know your score until they pull you. Lack of a HP in this case is likely due to being on the Optima list. No other cards til that's run its course.

I bet Amex used a SP report and did not HP at the time of the application. I would go ahead and recon the application.
Also, Auto decline for Optima Account is when you actually have an Optima account opened.
Just got off the phone with AMEX after 1 hr and 42 mins, started with the new accounts department and immediately requested to speak with a supervisor to ask about the optima card application for the 10th time after providing them with tracking information previously. The CSR sounded like she had no idea what the Optima card was and thought it would be smart to transfer to the department that does phone applications (which I already knew they were not in charge of).
Spoke with the person from the phone app department, explained my situation and said he would transfer me to general customer service and to try and get me a manager/supervisor. Waited 40 mins on hold.
Finally spoke to someone on general customer service and requested to be transferred directly to a manager/supervisor from new accounts after being tossed around everywhere. Waited for an additional hour.
After about an hour and a half of being on the phone, I was back at new accounts and was of course told that a supervisor was not available and was currently helping another client, but they insisted that would try help me. Explained the optima card application, got the generic response of "there's technical delays" and blah blah blah and that there's absolutely nothing on file for them to reference. They then brought up my denied Cash Magnet Application and I requested for it be reconsidered due to them using my EX8 score from Dec 2020 and they did state that the main reason was due to "FICO score". In which I told him, that my score is now significantly higher than it was since Dec 2020.
He stated that he would resubmit the application for the underwriters to review with my "correct" information and that it could take 24-48 hours. He also did state that this "may" or "may not" result in a hard pull of my credit report, but insisted that they try their best to refrain from pulling hard to not "damage" customer credit scores from inquiries.
At this point, I don't even care about the Optima and I am just hoping that they can approve me for this after pulling me through all this phone tag and lack of communication over the past two months.
My application status now shows this:
I shall provide updates on what ends up being decided (fingers crossed)

Thanks for the detailed update OP. Sorry you had so much trouble with customer service. I hope you have success with that reconsideration.
As for the Optima, did you call their dedicated phone number? An Optima offer would have this language: "To accept one of these offers, or if you have any questions, please call 800-983-0008"
^^ the above might be a moot point and I wouldn't bother with it if you get your new card approved but I wanted to put the number out there.

@randomguy1 I have tried speaking with every department, and they have all been adamant that it is "New Accounts" that is in charge of processing the applications. I tried that direct line and I just get tranferred back to New Accounts!
I really hope it gets approved.. if they do end up doing another SP is it going to reflect my newest/ up to date credit report? I have Experian CreditWorks Premium so I know what my most current EX scores are with the daily reports.. I don't mind taking a HP if it's going to make or break getting approved!

Well I got a notification from EX last night that AMEX did a HP on my CR and when I go online to check the application status online I'm nervous/hesitant to see what the final decision was and I see this:
Of course of all times that I didn't want to see this, it pops up after 3 weeks of lack of communication they've "recieved" my application since 01/19/21 despite not a single CSR telling me that they ever received the application for my Optima 🥲
Called new accounts to confirm, and they gave the "congratulations" greeting and I inquired about how my Cash Magnet was still being "reconsidered" but I also explained how I spoke with another rep about what would happen if I got accepted for the Optima before they can make a decision on my Cash Magnet, and the last rep told me "not to get ahead of myself" and look where we ended up.. The rep I spoke with this morning said, it's likely not going to get approved due to having an Optima (which I anticipated, but wanted to give myself the benefit of the doubt)
They still said that I should wait a day or two more to get an official decision, but at least I'm getting back in the graces of AMEX again!
