While there is no guarantee, Amex preapprovals are known to be fairly reliable so unless there is some recent negative change to your credit reports, you would be approved for any of the cards that show as being preapprovals

As long as is says "preapproved" and not expand your membership you should be good to go.

If credit were reallocated and Amex immediately updated cra's that would have no impact on my utilization.
Given the normal delay in Amex reporting, my utilization would increase until new card reported.
No way of knowing. Your income and overall credit are the determining factors in how much overall credit that Amex will extend to you. While not a definitive number, about 40% of your reported income will be your max credit line.
