I would upgrade to 13 beta and see if it works there. You can always downgrade back after, just backup first. The card is available on 12.4 as well as 13 betas so it’s worth a shot.

Try backing your device up, then Reset All Settings

If issue persists, erase all content and settings.  bring back your backup and try again.

 

Apple Card is so new and Apple Store techs are not supporting it yet.

If it was a software bug then it will be carried back to the phone again.

 

If it’s on Apple/GS server then nothing you can do but wait but if it’s caused by your iPhone then....

@OP if all else fail, try restoring your iPhone via DFU mode and install or restore as “new” without restoring back-ups. Go to YouTube on how to “restore iPhone via DFU”.

No it will not. That’s not the way modern devices work. The OS is installed clean from the server. All you are bringing back is your settings for the OS and user added data. This is done to reduce the size of the actual backup. It only appears you are bringing everything back because all your settings are brought back. So to the user it looks like the OS was saved and brought back from the backup.

I haven't backed up my phone in over a year, and I no longer pay for or have an iCloud subscription (to me it's wasteful).

 

Would hate to lose all my pictures, maybe I should buy an iCloud subscription, I have thousands and thousands of photos.

Yes of vourse the OS that’s reinstalled is clean coming fresh from the apple server but is again infected with the bug that was brought back in by the back up.  And it’s not just user settings that are backed up. I.e., iMessage history, Phone app logs, and most importantly Apps cache which more than likely has the bug interfering with the wallet app causing the crash.

You can back up everything via iTunes in your PC/Mac device. Doesn’t have to be through iCloud.

I also have Google photos that I assume is backing up my photos in the background too.

There are specific instructions in the iOS developer kit to NOT do what you are discribing otherwise you risk causing multiple errors. The Apps cache that’s backed up is only created data (which is broad range of data) App processes which are normal parts of the app and can contain a bug is not backed up. The app does not need to save in a backup the fact that process XYZ was executed at abc interval. Backups would be massive and would grind apps to the speed of molasses. Since the wallet app is part of the OS you are proposing that Apple approved an app that has the potential to  interfere with the wallet app (a core part of the OS) either intentionally or through negligence. Unlikely.

 

That’s kind of whole point of the clean install. If a process was executed that resulted in and error you want to remove it from accessibile memory. It does not mean the bug is gone forever. If the bug is being caused by bad code (which most bugs are) then it will come back. But NOT from the backup.
