I have a Bank of America credit card that i put $99.00 for a $500.00 limit to build a relationship, i also have a checking and saving, will i see qualifying offers? Any help will be appreciated.

Wait for your card to graduate. You can request for early graduation when your secured card reaches 5 months age. Once unsecured, you may see offers in your "Rewards & Deals" tab -> "Special Offers" or on your "accounts" tab if eligible.

+1 to what @AllZero is saying OP. I am waiting for gradution of the same card later this year after the 5-month mark.
How were you able to get the $49 for $500? I just applied on their website for the unsecured Cash Rewards and wasn't given that offer after denial. Will that offer come in the mail?

From what I understand, it only comes as a counter-offer when you apply for a different card and they don't approve. But, it's not a guarantee that they will qualify your application for the 99/500 offer. You could try to call the recon line about your declined application and see what they may be able to do for you, though.
