Depending on the reason for decline, you might be fighting an uphill battle as CapOne doesn't quite recon in the same manner as other institutions. In my time here on the forum, I can't count on my hand how many times I've read of a successful CapOne recon. Best of luck to you though.
Capital One does not recon (anymore) unless there is some type of mistake involved. The EO used to manually be able to reconsider apps and CLI, but they are either no longer able, no longer willing, or both. They will abide by the computer's decision unless there is an error. But if it's just a "I don't feel I should have been declined" type of situation, you likely won't get anywhere.
Even before this all changed, Capital One was never really known for great recon results, but now it's basically impossible.
I was able to recon my Sony Card through the EO back in 2014. AFAIK, Cap One no longer does manual requests for CLIs through the EO. I can't recall the last time I read about a successful Cap One recon, so I am unsure if these are possible at this point.
There probably is no harm in asking, but you may not be pleased with the response. If you do decide to ask, you need to email the CEO and then wait for a representative to call you back or to provide you with their number and a PIN.
