Capital One, like many banks who market to subprime AND prime consumers, probably has a number of internal secret tiers for every product.
So if you got a Platinum card at a low FICO, it might be permanently stuck in the rebuilder tier. You might be better off checking for an upgrade (using the Capital One Upgrade Link) to see if it moves you out of that tier. If not, you may just have ot reapply with better FICOs and close the old account to remove the internal tier positioning.
That link is pretty newly shared so we don't have any data points yet but some people get the option to "upgrade" to an identical card with identical terms. My non-supported theory is such a sideways upgrade MIGHT be an option to change tiers, but we have no data points long term to prove that.
Doesn't hurt to try the upgrade link, and if it offers you the identical same card, do the upgrade anyway and see if you can get CLIs after 6 months. An upgrade counts against your every-6-months CLI option, though, so if you're at month #5 since last CLI, wait a month, CLI attempt and THEN upgrade.

The upgrade may not always count against your CLI wait time. I upgraded not long ago (via the link), and the day after my new card came in the mail, I requested a CLI and was given a $500 CLI.
Capital One is one of the lenders who recently have publicly talked about reducing risk, I think we have all seen the past year that they are far less generous with CLI's. When my scores were upper 500's low 600's I would get a nice CLI of a couple of grand every 5-6 months, now I don't get any love at all.
