I don't know if it applies to OP, but Capital One has some type of policy with this card. We don't know the specifics, but some type of 24 month rule seems to be in place as the majority of people who have many accounts have been denied around here, reddit, DoC, etc.
As mentioned there really is no reason or benefit in contacting the EO; unfortunately the computer decision is final.
