What you descibe is SOP for EO requests, you won't get another response, you'll simply see an increased CL in your account within a few days. I wouldn't be surprised to see yours doubled despite your scores.
It appears they're more generous with lower CLs.
I received a $1K increase on one card thru the EO BUT, my total CL is $18.5K across 4 cards. ALL in 4 months time.
Ladies and Gents I had a similar experience.
I emailed a Good Will letter via the CapOne website and a lady for the EO called me a few days later.
I was requesting that they delete past due payments back from 2011/2012. I explained that I was on military duty and the lady said she would see what she could do after a background investigation to vailidate my military statement.
While I had her on the phone, I took the time to explain to her that I was only granted a $150 CLI a few days earlier and I was hoping to get a lot more since I've been with them a long time. She then asked about my income and assets and stated that she would pass the info on for further review.
I spoke with her today and she said that she was stay waiting for info and that she would surely call me back once she finds something out.

When the EO called me back, in reference to having requested a CLI, she asked me how much of an increase I wanted. I told her an increase to $10000. My limit was $2500 at the time. She also asked if I was willing to take a partial increase, and I told her no. Three days later I got turned down, and a day later I had jettisoned the card. Just another closed card.
They just called me, on the phone still... Both non-secured cards are converting to QS1 effective immediately. She's asking about income and CLI requests now.... she is confirming it will be a softie right now. Will keep you posted.
I requested the one with 750 to 4000. The one with 1750 I'm thnking 6K, see if they counter with a 5K siggy... Thoughts? She's changing one from MC to a Visa! wow.
I requested 4K in the lower one and 6500 on the 1750 limit card. Fingers crossed.
At least I'll have rewards now, not that I'll use them but who knows.

Congrats.....i've always heard that you cannot change from M/C to Visa. Glad that worked out for you.
Update:
Recieved call from EO as stated I would to give decision. They denied my CLI (not even a partial). He did not give a reason, stated the underwriters forwarded the decision to him. He stated I could try back in six months. I can only imagine it is because they softpulled TU right? TU is my lowest FICO score at 630, CK has 640 also a couple other things probably worked against me. I have high inquiries on TU (18) and higher utilization on both cards as previously stated.
Plan of action: Stay in the garden. Pay off cards. Try again Jan 1st 2016.

I would disagree. I was refused CLI's forever while carrying large balances (relative to limits of 300/500). A soon as I paid the balances down and started cycling money though my cards, while making LARGE payments several time per month to keep the balances down, they tripled my limits. They want you to USE them, but not carry a balance. Carrying a balance equals RISK for that interest. High usage/low balance OTOH, generates vendor fees with much lower risk.

Sorry to hear OP..Maybe better luck if you do get utilization under control. I agree most lenders wouldn't approve with high utilization, but Cap1 I figured might actually like it, but appaqrenty not.
