Yup, those are the most recent UW guidelines - at least from a couple years or so. Unless an approval occurs (however small), that's they only way for CL reallocation. In the past, there was more flexibility to recommend moving things around to open a new card, not so much these days.
I think given they cited past delinquencies, I would be grateful for the United approval as a plus. They're simply not comfortable extending more at this time.
