Citi 2/65 rule

Hello I like to now if the citi 2/65 rule applies to all credit cards or only citi in other words I can apply for two amex and next week apply for the citi with out get denied for the 2/65 rule ?

The implied Citi rule is no more than 2 Citi applications within 65 days.

You could get denied by Citi if they think you have too many apps in a short period but, the link above details out the major banks and their "rules" that have been observed.
