Hi,
I went to the Citi site and decided to see I had any pre-approvals. It came back saying it couldn't find any pre-approvals but did offer the Costco card with a 16% solid rate. Is that a solid offer since it has a specific rate?

No. If it didn’t have any cards it could match to your profile, but thought you might be interested in a card you are not pre approved. You can still apply. You may get approved.
I have a BK from 2015, on TU I have about 60 inqs. Lots of rebuilding. Credit Karma shows my score is 721 but not sure how true that is. Any recommendations on where to get my true scores? Also Credit Karma shows my EQ is 711.

Was Citi included in the 2015 BK in any way (including secured loans such as mortgages or co-branded cards)? If so, that might make it harder to get approval, though I've heard of people being approved for the Costco Visa while having included Citi in their BK's. That's the main reason I haven't attempted to apply for this card to date, since I have a 2014 BK in which a Citi mortgage and co-branded card (Best Buy) were included.
Also, even if you're approved, you might get "bucketed" at a certain SL which would make it difficult or impossible for you to get CLI's due to your previous still-on-record BK. All that having been said, I don't want to discourage you - if your actual FICO scores look good enough (though that's a LOT of inquiries on your TU), and the rest of your profile looks all right, go ahead and try. You might get lucky.

Citi was not included in the BK. When I applied last they said I had to many inqs and need to wait 6 mths. I am in the garden for a few more months and am hoping I get an approval. I am looking at apping for a pendfed card. Thanks for the info.
OP -- I do not have the Citibank Costco card - so I am not speaking from experience. But I would say with a 2015 BK and 60 inqs - I would not be optimistic. But hey, why not try - what is the difference between 60 and 61 inqs..... might as well bite the bullet and try. If you fail - wait 1 year and let the bulk of those inqs impact soften and try again. But obviously the low hanging fruit on your credit card applying strengths and weaknesses is to wait 2 years and let those inqs drop off and your AAofA mature. Then you should be a no brainer approval for Citi and most other CC issuers.
