I would say 6 months.

At 6 months you will have a chance at a SP CLI. The verbage for the CLI will change.

You should try again in 6-12 months. Whether it's 6 or 12 months depends on how many new accounts you have and how long ago you opened them up.

I was allowed to do a SP CLI request upon activation of my card and was denied as well.
