PenFed and DCU exclusively pull EQ.
Citi *prefers* to pull EQ, but they will pull others as well, usually it involves douhle-pulling where they pull your EQ and, say, EX.
Discover is usually EQ for new apps, but they also sometimes pull TU.

Instead of deciding on a criteria (only pulls EQ) and then trying to find a card to fit it, I suggest you determine your wants/needs from a card and go from there. Passing up something you could benefit from just because it pulls TU, for example, makes little sense. Going for something that's less suitable just because it pulls EQ won't do you any favors in the long run.
In the spirit of your question, Citi always pulls EQ for me but usually EX as well. Discover often pulls EQ as well. So does Comenity but not many of their cards are super useful (IMO).
